Newton rejected the wave theory for two reasons:

He (like Huygens) could only envision light as a longnitudinal wave (like sound and other mechanical waves in fluid), and lognitudinal waves cannot show birefringence.

Since mechanical waves can be produced only in media which possess elasticity and inertia, this would interfere with Newton’s First Law.
